Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SPECIFICATIONS: The Utah National Guard has a requirement for catered meals to be served at a dining facility at Camp Williams, 17800 South Camp Williams Road, Riverton, UT as follows: 1. 6-11 & 13-18 June 2011 Breakfast - Hot meal. Qty 100 per day. Delivered to Building 6240 at Camp Williams. 2.6-11 & 13-18 June 2011 Lunches - Provide a portable (i.e. sack/boxed meal). Qty 100 per day. Lunches to be delivered with breakfast in coolers. Coolers will be returned at dinner. 3.6-11 & 13-17 June 2011 Dinner - Hot meal. Qty 100 per day. Delivered to Building 6240 at Camp Williams. 12 each Breakfast mealsExtended Total = 1,200 12 each Lunch mealsExtended Total = 1,200 11 each Dinner mealsExtended Total = 1,100 Meal times will be listed in the contract. REQUIREMENTS: 1. Menus must provide a caloric intake of 3500-4500 per day. 2.Beverages provided must be bottled water, electrolyte drinks, milk, or juice. No sodas permitted. 3.Provide unit cost per breakfast, lunch and dinner and proposed menus with quote. 4.Catered meals Regulation: AR 30-22, 3-41a. Catered meals A catered meal is defined as "a meal prepared in a commercial establishment for consumption there or delivered to a specific location for consumption or, prepared at the consumption site using caterer's portable equipment and subsistence supplies." There is no authority for a caterer to use Government furnished equipment to prepare subsistence. 5.Included in this document is the Quality Assurance Surveillance Plan (QASP) for Catered Meals. The purpose of the QASP is to identify the methods and procedures the government will use to evaluate contractor actions and quality assurance while performing the requirements as stated in the contract. QASP's will aid in determining contractor's past performance and may impact future opportunities. APPLICABLE PROVISIONS AND CLAUSES: The following clauses and provisions are incorporated by reference. The following clauses within 252.212-7001 apply to this solicitation and any resultant contract: DFARS 252.203-7000 Requirement Relating to Compensation of Former DoD Officials; DFARS 252.232-7003 Electronic Submission of Payment Requests; DFARS 252.247-7023 Alt III Transportation of Supplies by Sea; DFARS 252.232-7010 Levies on Contract Payments EVALUATION FACTORS: The contract type for this procurement will be fixed price and award will be made on the basis of lowest price, technically acceptable (LPTA). ADDITIONAL INFORMATION: In accordance with FAR 52.212-1(k), prospective awardees shall be registered and active in the CCR database prior to award. Offerors may obtain information on registration at www.bpn.gov. Provide detailed proposals NLT 2:00 p.m. MDT on May 24, 2011.
