Description
This market survey is issued in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1, to obtain information necessary to determine whether adequate competition exists to conduct a full and open competition. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The CARTS systems is currently operational nationwide at Terminal Radar Approach Control Facilities and Air Traffic Control Towers. CARTS IIIE is currently operational at eleven major TRACONS, the IIE system at ninety plus sites (including Israel BGN), and the IE system at eight sites. The systems undergo evolutionary and complex software development, often with new and improved functionalities including those for alerts and safety. The FAA has a continuing need for software support and development of requirements as needed to ensure that system software continues to decrease the risk of accidents, incidents, and traffic delays, while allowing for inclusion of future software enhancements. The current contract, with Lockheed Martin Transportation & Security Solutions, is set to expire September 30, 2011 and the awardee of the follow-on contract must be capable of meeting the requirements of this survey. At this point, the FAA knows of one company (the incumbent) that can meet these requirements. The FAA anticipates the award of a follow-on contract for equipment, software, maintenance, and engineering services with a period of performance consisting of approximately 72 months. The CARTS follow-on contract will be a sustainment contract with a primary focus on software activity until the long-term terminal automation convergence under the Terminal Automation Modernization and Replacement (TAMR) program is completed. The agency believes restrictive data rights to certain CARTS software exist and the awardee must either have data use rights or have access to it. The CARTS follow-on contract is strictly limited to maintain the current CARTS IIIE, IIE and IE systems and the specific requirements identified for sustainment until they are replaced. Notwithstanding the foregoing, any vendor that believes they can meet the FAA's requirements must submit a response that identifies and describes the skill sets and company resources listed here: 1. Generalized Skill Sets:Experience which directly relates to the effort set forth in this announcement with sufficient narrative descriptionExpertise with development of surveillance fusion of multiple sensor inputs into a single display and processing systemIn-depth knowledge of Kalman and Alpha-Beta filter design, application, and filter parametersC++, ANSI C, and Linux capabilitiesExpertise in, Motorola Power PCs, server-class x86 PCs, and currently fielded legacy CARTS H/WWorking knowledge of CARTS S/W and iCMM level 2 processesWorking knowledge of POSIX-compliant operating systems and S/W design considerations for application program portabilityWorking knowledge of Hard real-time operating systems and associated system design considerationsWorking knowledge of near-term NextGen goals and requirements (e.g., Relative Position Indicator)Working knowledge of Area Navigation/Required Navigation Performance (RNAV/RNP) routes, architecture, and procedures.Experience in developing training material and conducting classes for Terminal Automation Air Traffic Controllers, Technical Operations Support, and Operational Support Facility personnel.Engineering expertise necessary to support H/W and S/W installation at Terminal Automation TRACONs and Tower facilities at the IIIE, IIE, and IE sites.Working knowledge of Terminal Automation Logistics Support. 2. CARTS System Trackers and Tracker Registration related to FAA surveillance sensors development Skill Sets:Overall experience with FAA surveillance sensors and trackers Development capability related to tracker algorithmsExperience with reconciling reported single sensor and fused position reports with position truthExpertise with dynamic bias correction, including those in a multisensor environmentExpertise in the development of a multi-sensor registration function and automating the functionExpertise with the effect of high performance targets on the correlator and altitude trackerKnowledge and experience with extrapolation errors and coordinate conversion to a stereographic plane 3. Analysis Skill Sets:Data reduction and analysis of Fusion-related performance tradeoffsData reduction and analysis of filtering schemes, including those associated with Kalman and Alpha-Beta filters and data source filtering based on reported quality factorsAnalysis of Integration of multiple sensors Analysis of track position calculation algorithmsAnalysis of OS and device driver performance and operational issuesAnalysis of interface performance and issuesAnalysis of Hardware operation and performance issuesAnalysis of new H/W to determine compatibility with present S/W and H/WProcessing power and load analysisAbility to extract pertinent and relevant data from Terminal Automation data recordings using Data reduction and analysis tools4. Test Capability skill sets, Continued test support of the CARTS baseline software running on ARTS IIIE, IIE, IE, and the Israel IIE platform. Continued support and development of test tools to validate tracking algorithms and system performance.Test new candidate H/W for full compatibility with operational S/W and maintenance and diagnostic S/W5. Statistical Analysis skill sets, including experience in analysis of live data recordings to construct a baseline performance measure.6. Hughes Technical Center was incapacitated for any reason. It is essential as part of Common ARTS NAS support that this backup facility be geographically remote, have the hardware necessary to build Common ARTS products turn key, and the experience of personnel local to the backup development/support facility to create and test Common ARTS products necessary for release.Vendors responding to these requirements must address each item in turn, giving details in terms of availability of resources, length of experience, etc. Your response must be limited to no more than 25 pages to include fold-outs, charts etc. The FAA will not pay any costs incurred by the vendor as a result of participation in this survey.
