Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) intends to acquire 29 archival Pop-Up-X-PTT-100 Satellite Transmitters. The salient characteristics for brand name or equal: Tag Programming: By manufacturer Deployment: Remove magnet Data transmission: ARGOS - data transmission maximized by SiV (Satellite in View). Memory: 64 MB non-volatile ARGOS message bandwidth: 10,000 to 15,000+ with SiV in the X-tag Data Transcript: By manufacturer Satellite Data products: Raw time series of external temperature, pressure (depth) and a daily estimate of geolocation using changes in ambient light levels (provided by manufacturer). Light, temperature and depth are acquired at 15 min. to 60 min. intervals in the X-tag and PTT-100 (depends on mission time). Fine scale acquisition rates of 1-6 minutes available in the PTT-100HR (high rate) tag for up to 30 days. Temperature Range and Resolution: -4ºC to +60º, 0.176ºC resolution for ARGOS data and 0.04ºC resolution for archived data. Depth Range and Resolution: 0-1296m, 5.38m resolution for ARGOS data and 1.27m resolution for archived data. Pressure Release and "Fail-safe" Mechanisms to detect mortality (or how a tag saves itself from imploding at depth): Corrosional - threshold depth - Corrosional link on nosecone of the tag itself, activates = 1200m (for at least 15 min.) to jettison tag to initiate transmission procedures at surface. Corrosional - shed tag - Constant pressure (user-defined period, e.g. 4 days), will jettison tag to initiate transmission procedures at surface. Weight of tag (in air): From 40g (X-tag) to 65-68g [PTT-100] Dimensions: 40mm x 216mm (+ 121mm antennae) PTT-100; 120MM x 32mm (+ 150mm antennae), X-tag Pressure Rating: 2000m (3000psi), PTT-100, 2500m (3500psi), X-tag Pull Strength of Eyelet which secures the tether: 150 lbs, X-tag; 120 lbs, PTT-100 This notice of intent is not a request for competitive proposals and no solicitation package is available. The government knows of only one source Microwave Telemetry capable of providing the PSAT Tags that would meet the government requirement. However, firms that believe they can provide the PSAT Tags that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact, all proposals received within fifteen (15) calendar days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interest firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; firms must furnish detailed specifications of the PSAT Tags being offered and their capability to provide the product and satisfy or exceed the Government's needs and any additional supporting literature. If no affirmative responses are received, the government intends to issue a purchase order to Microwave Telemetry Inc. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
