Description
USTRANSCOM/TCAQ-R anticipates issuing a Request for Proposal (RFP) on or about 1 June 2011 for Rail Chain Tiedown Assemblies. The Surface Deployment & Distribution Command (SDDC) Rail Fleet Branch Program Office has a requirement to purchase approximately 2,400 rail chain tiedown assemblies for use in securing military vehicles, trailers, and other types of cargo on rail flatcars. The assemblies are commercial items, which must meet the Association of American Railroads (AAR) Open Top Loading Rules (OTLR) and specifications and standards found in TEA Pamphlet 55-19, "Tiedown Handbook for Rail Movements," sixth edition. Additionally, the required rail chain tiedown assemblies shall meet specified working load limits, proof test requirements, minimum breaking strength points, and pass certified independent testing. The assemblies shall include a chain anchor device, an acceptable load binder of any type, compression unit or shock absorber, a clevis-type slip hook, nominal 1/2" special alloy chain (or equivalent), and a stamped metal tag. This is a Requirements Lowest Price Technically Acceptable (LPTA) pre-solicitation notice. The Requirements contract is for a Period of Performance (POP) from 1 October 2011 through 30 September 2013, with a 12-month base period and one 12-month option period. The applicable North American Industrial Classification System (NAICS) Code is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing. The requirement is a Small Business Set-Aside with a Small Business Size Standard of 500 employees. No hard copies of the solicitation will be issued. The solicitation will only be available from the following website: http://www.fbo.gov. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Be advised that all interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award.
