- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. This is a combined synopsis/solicitation for one portable heater that meets or exceeds the basic characteristics contained herein, prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W9016P11262401, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-51. Only one quote per offeror will be considered. In accordance with FAR 52.219-6, this solicitation is set aside for Small Business concerns; NAICS code 333414 applies. Characteristics: 400,000 BTU portable forced-air, indirect-fired heater Capable of burning Diesel #1 and #2, JP8, and kerosene Diesel-engine driven fan, fuel pump, and alternator Trailer-mounted and towable; trailer must have free-standing capability Certified for indoor and outdoor use Integrated fuel cell Must create 100% breathable warm air Capable of producing and ducting warm air at approximately 2100 CFM Outlet air temperature of approximately 250 degrees (F) Operational to low temperature of minus-40 degrees (F) 2. The provisions at 52.212-2, Evaluation-Commercial Items apply. The Government will award to the responsible offeror whose offer, conforming to the solicitation will be most advantageous to the Government (price and other factors considered). This may result in award to other than the lowest offer received. The following factors shall be used to evaluate offers: price, specifications and delivery time. All evaluation factors other than cost or price are approximately equal to cost or price. Offerors shall provide the make, model number, and specifications of the item offered with their offer. The Contracting Officer will evaluate offers on the basis of information furnished by the quote or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Award shall be made to a single offeror. The Government reserves the right to make no award under this procedure. Offerors shall utilize the attached RFQ document to submit their offer. All late quotes will be rejected. 3. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 4. The Federal Government is tax exempt. 5.
