Description
THE DEPARTMENT OF VETERANS AFFAIRS REQUEST FOR INFORMATION Electrical Switchgear Service DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Columbus, OH 43219 Email: stacy.white@va.gov Fax: (614) 388-7500 Expressions of Interest must be submitted to the above address by 12:00 PM on May 27, 2011 Performance Work Statement (PWS) Department of Veterans Affairs Electrical Switchgear Service Statement of Work for 36 Month Electrical Testing and Maintenance Provide all labor, material, tools and equipment to perform required NFPA and JCAHO required testing on the electrical distribution system at the VA Ambulatory Care Center, Columbus, Ohio. Work shall be performed by journeyman electricians qualified for the voltage levels of the various pieces of equipment. The Columbus VA has 4 main substations - 2 that are 120/208 Volt and 2 that are 277/480 Volt. Additionally, there are 4 automatic transfer switches for the emergency generator switchgear. The substations contain the following: (4) medium voltage switches; (4) 2000 kVA dry type transformers; (4) transformer temperature monitors; (4) Magnum DS breakers, (4) Power xpert meters; (2) IQ central monitoring units; (30) molded case breakers and (10) switchgear sections. The ATS Room contains the following: (1) Magnum DS breaker; (6) molded case circuit breakers. At a minimum, the work shall include the following: 1. Transformers of 500 kVA or larger shall be cleaned interiorly, inspected for sign of overheating with an infrared thermal detecting equipment and inspected for any damages to the housing, connection points, or insulation. 2. Dry type transformers must be thoroughly cleaned, both interior and exterior, and inspected for overheating with infrared thermal detecting equipment. 3. Electrical equipment (including, but not limited to switchgears, switchboards, distribution panels, motor control centers, and all related components) will be inspected, tested, maintained, and/or calibrated as follows: a. Use lint-free rags to clean conductors, contact points between the circuit breakers and main buss bars, buss bars and interior of the electrical equipment. Use a vacuum cleaner to remove large debris; COMPRESSED AIR IS NOT TO BE USED FOR THIS PURPOSE. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or lose lugs. b. Lubricate all moving parts with manufacturer's approved lubricants c. Test and exercise circuit breakers located in switchgear, switchboards, and distribution panels to ensure operation under overload and short circuit conditions. d. Test ground fault protection devices for proper function if they are installed in the Electrical Power Distribution System. e. Inspect and tighten ground connections. Test ground resistance for the entire facility grounding system. f. Identify the hot spots in the electrical equipment by using infrared thermal detecting equipment. Tighten problem connections to meet equipment manufacturers' specifications using a torque wrench or other approved devices. g. Calibrate and maintain adjustable protective relays. h. Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service. i. Full testing shall be performed for all breakers rated above 200 Amps throughout the facility. 4. Provide complete documentation of all work described above. 5. Provide recommendations for any repair, replacement, or other potential corrective action that should be taken as a result of the test. For any devices tested which do not pass testing or inspection, a VA representative will be notified immediately, as well as documenting the information in the report. 6. All work that requires electrical outages shall be performed after hours or on weekends/holidays. After hours is defined as after 7:00 pm Monday through Friday, and prior to 6:00 am Monday through Friday. Outages shall be coordinated and planned at least 14 calendar days prior to the outage. 7. Any work which does not require an electrical outage shall be planned at least 7 calendar days in advance. All proposed dates are subject to the approval of the Columbus VA Contracting Officer and/or Contracting Officer's Technical Representative.
