Description
This is a notice of the Government's intent to solicit, negotiate and award an unrestricted competitive personal services turn- key contract, 1 year base period (01 October 11 - 30 September 12), 4 -12 month option periods (01 October 12 - 30 September 16) and a potential 6 month extension of services (01 October 16 - 31 March 17), IAW FAR 52.217-8, to facilitate Behavioral Health services for the Behavioral Health Department, Guthrie Army Health Clinic, Fort Drum, NY. The Contractor shall lease clinic space, supply all office furniture and telephone service at this location. The clinic space shall contain at least one conference room and VTC (video teleconference) capability. Separate Contract Line Numbers (CLIN) will be created to accommodate monthly costs for the building lease, utilities and administrative management functions (telephone, copier and furniture fees). To facilitate workload accountability, the Government will furnish computers and the T1 line. This clinic will not be located on Fort Drum, NY. The clinic shall be within 15-20 driving minutes of the Fort Drum installation. This clinic will provide Behavioral Health services for approximately 19,000 Active Duty Soldiers stationed at Fort Drum, NY. Requested Behavioral Health Services are 4 Clinical Social Workers, 2 Psychologists and 2 Psychiatrists. For Psychologists only - The Health Care Provider shall hold a Doctorate in clinical or counseling psychology from an American Psychological Association (APA) accredited program and must have completed an APA approved clinical psychology internship. For Social Workers only - Clinical Social Workers shall have a Masters or Doctorate Degree from a Council on Social Work Education (CSWE) Accredited School. The Social Workers also shall possess a Clinical Social Work license from a U.S. jurisdiction that allows for the independent practice of Clinical Services. Services will include, but are not limited to, Providing services for high-risk populations including Active Duty Service Members (ADSMs) pending medical discharge due to physical and/or behavioral health injuries/illnesses, ADSMs who were wounded as a result of their military duties, and the families of service members killed in action. Assessing and resolving complex social, economic and psychosocial problems that may impact on ADSMs' or Active Duty Family Members' (ADFMs') medical treatment as outpatients by providing direct casework services, to include screening, assessment, treatment, referral, consultation and education. Conducting psychosocial evaluations and providing therapeutic interventions including crisis counseling and medication management to individuals, groups and families as needed to facilitate behavioral health clinical care management and optimize care. Evaluating the impact of diagnosis or lack of diagnosis with unexplained chronic symptoms on individual and family systems as well as assessing patient's functioning within work, family and routines of daily living and identify areas needing continued support, resources, and treatment in order to assist patients. Performing direct patient care to include: 1.Conducting psychiatric triage; 2.Performing psychiatric-assessments to determine appropriate diagnostic impression according to current guidance; 3.Determining appropriate patient disposition (admission or outpatient care); 4.Educating patients and family members, and significant others about the illness/condition, medication, and available resources; 5.Administering and prescribing medications; 6.Facilitating groups; and/or 7.Providing patient counseling. Specific information pertaining to the credentialing process will be presented in the solicitation. The Request for Proposals (RFP) for this contract will be published at a later date. This notice is an urgent requirement for the Guthrie Army Health Clinic, Fort Drum, NY. Parties interested in future announcements on this procurement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above.
