- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on a Sole Source basis a requirement to acquire management of fiscal responsibilities for the eight Drug Education for Youth (DEFY) Leadership Programs for the United States Navy Personnel Command. The current program provides improvement for combat readiness by providing a drug demand reduction and comprehensive life skills program designed to improve youth resiliency and strength. The DEFY program is divided into two phases. Phase one consists of a summer leadership camp, which is followed by mentoring Phase Two that includes monthly meetings with youth mentors where they build on concepts and training received during the Phase One. The Government intends to solicit and negotiate with Armed Services YMCA (ASYMCA) on a sole source basis for this requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. The NAICS code is 624190.
