Description
This is a pre-solicitation notice of the U.S. Environmental Protection Agency's (EPA's) intent to issue a competitive 8(a) solicitation for Logistical and Administrative Support for the Science Advisory Board (SAB). This action is set-aside as an 8(a) competitive solicitation in accordance with Federal Acquisition Regulation (FAR) Subpart 19.8. Only U.S. Small Business Administration-certified 8(a) firms may apply. Offers from other than 8(a) certified firms will not be considered. EPA's SAB is a body of outside independent experts who provide advice to the EPA Administrator on a broad range of scientific and technical issues. Within the SAB, there are nine federal advisory committees which operate under the provisions of the Federal Advisory Committee Act (FACA). EPA's SAB Staff Office provides all programmatic, administrative, technical and logistical support to the Board. Under this contract, the contractor will be tasked with providing support with travel arrangements, meeting logistics, and on-site administrative functions for advisory committee meetings. This competitive procurement will replace EPA Contract EP-W-08-056, which was awarded under the authority of FAR 19.8. The Government anticipates awarding a single fixed-rate, indefinite delivery/indefinite quantity contract as a result of this solicitation, with a one-year base period, and four one-year option periods, for a maximum period of performance of five years. The North American Industry Classification System (NAICS) code for this procurement is 541611, Administrative Management and General Management Consulting Services, with a size standard of $7.0M in average annual receipts. EPA intends to obtain proposals through a competitive procurement process using FAR Part 15 procedures. Award will be made to the responsible 8(a) contractor whose proposal represents best value to the Government. The solicitation and all information pertaining to this procurement will be available on or about May 31, 2011 at http://www.epa.gov/oam/hpod. Information related to this procurement including any subsequent procurement notifications will be posted at the aforementioned website. It is the responsibility of interested parties to regularly monitor the EPA website for updates. The solicitation will be issued electronically and no paper copies will be available. If you have any questions regarding this notice, please contact Mr. Jami J. Rodgers, Contracting Officer/Team Leader at the e-mail address below.
