Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12 and FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M0026311T0046 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51 Effective 1 April 2011, and DFARS Publication 20110331. This solicitation is set-aside 100% for Small Business. The North American Industrial Classification System (NAICS) code for this requirement is 72110 and the small business size standard is $7 million. This acquisition is for the procurement of lodging services, in support of the Marine Corps Recruiting Command (MCRC) Headquarters. Utilizing FAR Part 12 and Subpart 13.5 procedures, the Government intends to award a fixed price contract with prospective price redetermination (in accordance with FAR Subparts 16.205 and FAR Clause 52.217-9) for 78 rooms per night for events one (1) and two (2), and 40 rooms for event three (3) and meals (breakfast and dinner; not to exceed 100 plates, per meal for events 1&2 and 60 plates for event 3). Each option shall be for the same number of events, with the dates to be identified at the time of option negotiations. Each event requires single-occupancy rooms for four nights (Monday afternoon arrival and Friday morning departure), for a total of 12 nights lodging, at or below the Federal Government per diem rates. The period of performance is for a base period of twelve months, plus three (3) one-year option periods. All options will be evaluated in accordance with FAR Clause 52.217-5. The ceiling price for the option periods both lodging and meals shall not exceed that current year s Government Lodging and Food Per Diem rate for the identified area, and will be locked in for 12 months for each of the period of performance that it covers, even if the rates increase during that 12-month period. The contract requirements, as well as all applicable provisions and clauses, for this procurement are outlined on the following pages. The basis for award will be made on a Best Value with the best value evaluation criteria as outlined in the Solicitation. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Submission of quotes shall include the following: 1. Past Performance: provide two past performance references (not more than 3 years old). Past performance references shall be similar to this requirement in scope and size. Include POC information, contract number and contract amount. 2. A signed copy of the 1449 (page 1, block 30a). 3. Description of the amenities and floor plan of the lodging facility. 4. Vendor shall provide a breakfast and dinner meal menu and all information required in the RFQ, as well as completed Certs and Reps (52.212-3 and 252.212-7000 - Offeror Representations and Certifications Commercial Items. ). 5. Pricing: separately priced for period of performance of each event. All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards.
