- Delivery Information SF1449 Dear Vendor: Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Ray Brook, New York, Contracting Officer for the acquisition of various subsistence products. This package contains all the necessary information for submitting a request for quote for evaluation. In submitting the request for quote, vendors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content,format and submission of your quote. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to date information about this solicitation. All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items, Central Contractor Registration (CCR). This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the CCR database. Offerors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee's DUNS number into the CCR database. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at ttp://orca.bpn.gov. This information isincluded in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offerors-Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation may result in elimination from consideration for award. Delivery times are 7am - 2:30pm Easter Time, no reservations are needed for delivery. Please call 518-897-4061 for any issues concerning delivery. Any deliveries not made within 4 weeks of award will be canceled and awarded to the next lowest bidder. The Government intends to make multiple fixed price awards to the offerors (bidders) offering the lowest price and who conform to all requirements of the solicitation. Individual credit card orders will be issued for all items under $30,000. The Government reserves the right to award by line item or in aggregate. Each offeror/bidder shall carefully read and review each line item offered for bid, paying close attention to the size of the container, description and number of units of issue, etc., requested prior to offering your price. No line item substitutions are accepted. All line items must adhear to the National Specifications for food set forth by Central Office. Any items deemed non-conforming will be refused and shipped back at the vendor's expense. Offers shall be received on or before the deadline of June 1, 2011 @ 4 P.M. Eastern Standard Time, via mail or fax.
