- The Naval Medical Logistics Command intends to establish a contract with a one year base period and four options years on a sole source basis (IAW FAR 13.501(a)) with Agilent Technologies Incorporated, 5301 Stevens Creek Boulevard, Santa Clara, California 95051, as the only source that can provide full maintenance service support on Agilent gas chromatography/mass spectrometers (GC/MS), liquid chromatography/mass spectrometers (LC/MS), and Open Lab Enterprise Content Manager (ECM) to the drug labs located in San Diego, California; Jacksonville, Florida; Great Lakes, Illinois; Brooks City-Base, Texas; Fort Meade, Maryland; and Tripler Army Medical Center, Hawaii and Rockville, Maryland. Specifically, Agilent Technologies is the only commercial vendor able to provide continuous support for all GC/MS, LC/MS, and ECM equipment employed throughout the drug labs. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 12.6 and 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $19.0 million dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Shannon Lertora at Shannon.Lertora@med.navy.mil (in subject line reference: GC/LC-MS Maintenance Services).
