Description
The National Institutes of Health, Office of Acquisitions Station Support Simplified Acquisitions Branch on behalf of the National Eye Institute (NEI) intends to negotitate, on a non-competitive basis, with Cell BioSciences, Inc 3040 OakMead Village Drive, Santa Clara, CA 95051. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1 (b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 3345160 and the size standard is 500 employees. The National Eye Institute requires a FluorChem M Imaging System, Cat# 92-15312-00. The scientific grade-imaging system has the capability to detect low-abundant proteins, which requires a highly sensitive imaging system. FluorChem M uses an 8.3 megapixel CCD detector capable of imaging 65,536 levels of grayscale which provides high-resolution images. In addition the CCD is thermoelectrically cooled to -25 C absolute and regulated. This maximizes signal to noise as well as dark current reduction and provides superior low light sensitivity. This enables FluorChem M to provide the level of detection needed for both chemiluminescent and flouorescent protein samples in an array of different formats. The FluorChem M scientific grade-imaging system offers great flexibility in using the system for a multitude of imaging applications, and allows other lab personnel to take advantage of the system for their research projects as well. Cell Biosciences has also agreed to offer installation, ongoing training services and support at no charge for the entire scientific staff located at the National Eye Institute. Not having to transition to another vendor's system and software will be less interruptive and more time-efficient for laboratory personnel, also avoiding the associated learning curve. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted to holleyv@od.nih.gov on or before 10:00 AM ET May 27, 2011. All information furnished must be in writing and must contain sufficient detail. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
