- Description
- NASA/GRC has a requirement to upgrade the existing SPEC Cloud Particle Imager from Version 2.0 to Version 2.5 NASA/GRC intends to award this sole source requirement to Stratton Park EngineeringCompany (SPEC) under the authority of FAR 13.106-1(b) (1). Only SPEC has the proprietaryrights for the imager upgrade required for this procurement. Organizations that believe they are capable of providing the described requirement maysubmit their capabilities and qualifications in writing to the identified point ofcontact not later than 4:30 pm EST on 05/26/2011. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
