Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Alabama Army National Guard intends to enter into a contract for provision of equipment and service to fulfill the following requirements: #1. 80 each, Avaya IP Phone Model 9611G; 80 each, CMEE R4 101-1000 New License Delivery location is Joint Forces Headquarters, Attn: DCSIM-IMB,1730 W.L. Dickinson Drive, Montgomery, AL 36109. #2. 100 each, Avaya IP Phone Model 9611G; 100 each, CMEE R4 101-1000 New License; 1 each, Avaya G650 Media Gateway RHS: 1 each, TDM LAN Cable Kit RHS; 1 each, G650 AC/DC PWR SUP 655A RHS 6/6 NGS. Delivery location is Joint Forces Headquarters, Attn: DCSIM-IMB, 1730 W.L. Dickinson Drive, Montgomery, AL 36109. The following installation service for Ft McKorkle in Mobile AL is required. Vender Responsibilities for the Ft McKorkle project are as follows: Add one G650 with redundant PS to existing Port Network 13 in Mobile AL. Install equipment listed in customer provided cabinet. Update Avaya Records as required. Pricing should include all Project Management and Travel Expenses in installation charges. Customer Responsibilities for the Ft McKorkle project are as follows: Install and configure all user devices. Supply all TDM cards and amphenol cables required to support Ft McKorkle's telecom needs over customer provided Feeder Cable & Protection. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is notice of intent to award under Other Than Full and Open Competition in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Authority Citation: 10 U.S.C. 2304(c)(1) and should be viewed as a request for competitive quotes. Only authorized Avaya certified Platinum Level reseller's responses will be accepted. Quotes will be emailed to ronald.danford@us.army.mil. All responsible responses received by 2:00 P.M. local, May 31, 2011 below will be considered by the Government. The following provisions in their latest editions will apply to the solicitation: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items with addendum that the Government will not pay taxes where an exemption applies; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. The following additional clauses therein apply: 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration. All potential contractors must be registered in the Central Contractor Registration System. Justification and Authority for use of other than full and open competition to obtain Avaya Brand Name products and service follows: 1. The Alabama Army National Guard, Joint Forces Headquarters, Alabama DCSIM-IMB Office, Montgomery AL requests approval for use of other than full and open competition to obtain Avaya Brand Name products and service in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Authority Citation: 10 U.S.C. 2304(c)(1). 2. The following equipment is requested: #1. 80 each, Avaya IP Phone Model 9611G; 80 each, CMEE R4 101-1000 New License and 100 each, Avaya IP Phone Model 9611G; 100 each, CMEE R4 101-1000 New License; 1 each, Avaya G650 Media Gateway RHS: 1 each, TDM LAN Cable Kit RHS; 1 each, G650 AC/DC PWR SUP 655A RHS 6/6 NGS. 3. The equipment requested will be used to provide telephone service to the new Birmingham AL, BRAC Phase II and Ft McKorkle, Mobile AL buildings. 4. The request is for Avaya telephone equipment only because the equipment will be integrated into our existing Avaya telephone network. Equipment compatibility is of the utmost importance during installation and operation. The new equipment will also be picked up under our existing Avaya maintenance agreement which will not cover other brands. 5. Avaya authorized resellers are the only certified agents authorized to sell and service Avaya products. 6. The contracting Office has conducted adequate market research with Avaya to determine that the anticipated cost to the Government will be fair and reasonable based on expected response. 7.
