Description
The NASA Glenn Research Center (GRC) has a requirement for instrumentation and dataacquisition support as well as flight campaign support for the NASA High Ice WaterContent (HIWC) Flight Campaign Project. The Statutory Basis for Other Than Full and OpenCompetition: 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies orservices will satisfy Agency requirements.NASA GRC intends to purchase the items from Science Engineering Associates, Inc. (SEA) ofMansfield Center, Connecticut.This contract is a follow-on/continuation of SEAs priorwork performed in the HIWC Flight Campaign readiness effort. SEAs knowledge of theinstrumentation previously fabricated for the program and their unique expertise inatmospheric research and flight testing warrants SEAs continued involvement to ensurecontinuity and NASA missions success.Any disruption would jeopardize NASAs ability tomeet the HIWC flight campaign schedule. Furthermore, there are aspects of theintegration effort that will require the use and update of the M300 data acquisition codewhich is proprietary to SEA. NASA requires the use of this code to ensure a common basisfor sharing and collecting data since it is used by the HIWC project partners.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon May 31, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
