Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for, Hematology Branch (HB) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Biosystems North America, 850 Lincoln Centre Drive, Foster City, CA 94404, to purchase a maintenance agreement on the below equipment. Item 1) Model name and number: 3130-16 Genetic Analyzer S/N 1590-025, AB Assurance 1PM Item 2) Model name and number: 3130-16 Genetic Analyzer S/N 1604-018, AB Assurance 1PM Item 3) Model name and number: 3160-16 Genetic Analyzer S/N 1252-014, AB Assurance 1PM Item 4) Model name and number: 7900HT Sequence Detection System S/N 200564 AB Assurance 1PM Service shall include the following; 1. Parts, labor and travel for remedial repair 2. Planned maintenance visits 3. Priority response time of 2 business days after receipt of a service call for instruments located in AB's Service Zones1 and Zone 2 4. Required response time of 3 business days from receipt of a service call 5. Priority telephone and email access to instrument technical support 6. Telephone and email access to application technical support 7. Smart Services remote monitoring, which shall provide for installation to customer of instrument failures or errors that are reported by AB's Smart Services monitoring software The service contract is for the period of 30 May 2011 thru 15 April 2012. The sole source determination is based upon the fact that the equipment is manufactured by Applied Biosystems (ABS). ABS manufactures the above instruments, and does not have authorized dealers to maintain their equipment. In order to maintain the equipment vendors shall provide an authorized certification from ABS. ABS has proprietary knowledge of its operations and software to operate the instruments and certified engineers. Therefore, it is in the Government's best interest to contract with ABS for the required services. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $19.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-CSB-(HL)-2011-175-DDC The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-50 (May 16, 2011). The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by May 20, 7:30 a.m. eastern time, will be considered by the Government The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-CSB-(HL)-2011-175-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter, Emails will be accepted. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
