- This sources sought is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to seek sources capable of fully satisfying specifications for seven (7) Dual Circular Polarized Telemetry Antennas to support two projects for two separate sponsors. Each unit shall be a singular antenna and pre-amplifier unit. The unit shall be powered via DC. The requirement for both projects is the same; therefore, the antennas for both projects shall be identical. Technical Specifications and selection criteria for this requirement may be found on FBO at http://www.fbo.gov as attachment (1). NSWCDD intends to further request quotes for an award under First Article Approval “Government Testing as outlined in FAR 52.209-4 to the contractor whose capabilities meets the specifications as well as the selection criteria in order of importance as outlined in attachment (1). The NAICS code for this requirement is 334220. The size standard for the NAICS code is 750 employees. Please articulate within your response the size of your business and any socio-economic programs that may apply. Response should include an estimated delivery of one (1) unit for acceptance testing with options to procure an additional six (6) with staggered delivery. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED FOR THIS INFORMATION NOR THE COST FOR FIRST ARTICLE APPROVAL-GOVERNMENT TESTING, CHANGES, REPAIRS OR MODIFICATIONS. ALL COST SHALL BE BORNE BY THE OFFEROR. All interested parties shall forward the specified documentation that articulates their capabilities AND an overview of their approach to perform in accordance with this effort by Tuesday, May 31, 2011 2:00 p.m. to Naval Surface Warfare Center, Dahlgren Division, Attn: Code CXS10-S4, 6146 Tisdale Road, Suite 235, Bldg 492, Dahlgren, VA 22448-5158 and reference Sources Sought Announcement Number N00178-11-Q-4614 or email doritha.newman@navy.mil. NO SOLICITATION EXISTS AT THIS TIME. THE GOVERNMENT DOES INTEND TO REQUEST SEPERATE REQUESTS FOR QUOTE FROM VENDORS WHOSE CAPABILITIES MEETS THE SPECIFICATIONS, AS WELL AS THE SOURCE SELECTION CRITERIA RANKED BY IMPORTANCE TO THE GOVERNMENT: -Meets all requirements -Overall antenna system performance -Antenna specs -LNA specs -History of shipboard missile TM reception performance -Size and weight -smaller and lighter solutions will be preferred -Cost The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition arena; therefore, this sources sought and attachment will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY.
