W912DY-09-D-0068, P00002, Contractor: Ellerbe Becket and RLF Joint Venture W912DY-10-D-0004, P00003, Contractor: KAL Architects Inc. W912DY-10-D-0005, P00003, Contractor: NIKA Technologies, Inc. W912DY-10-D-0006, P00003, Contractor: WestEast Design Group LLC The proposed modifications are to increase the programmatic contract capacity from $249M by $249M to $498M using other than full and open competition on the current Multiple Award Task Order Contract (MATOC) suite of TRICARE Medical Activity Medical Facilities Architect-Engineer Services (TMA MFAES) contracts on the basis of the exceptional circumstances identified in 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii). It is necessary to increase the capacity of the current contracts due to mission critical requirements. The contracts support medical projects for USACE Medical Facilities Mandatory Center of Expertise and Standardization (CEHNC-ED-MX), the Tricare Management Activity/Portfolio Planning and Management Division (TMA-PPMD), the U.S. Army Health Facility Planning Agency (HFPA), the U.S. Air Force Medical Support Agency/Health Facilities Division (AFHFD), and the Naval Facilities Engineering Command, Medical Facilities Design Office (NAVFAC/MFDO), (CONUS and OCONUS) which all have critical requirements that must be performed.
