Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Printing and Distribution Services for Enroute High and Low Altitude Charts (U.S. and Alaska & Caribbean), Enroute Area Charts (U.S.) and the Enroute Pacific Chart, and includes printing, finishing, and distribution services. The North American Industry Classification System (NAICS) code for this full and open competition is 323110, Commercial Lithographic Printing, with a Size Standard of 500 personnel. The FAA contemplates award of an Indefinite Delivery/Requirements type contract for a 1-year base period with two (2) 1-year option periods (if exercised). When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions for Preparation of Proposals." All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of John A. Hawk, Contracting Officer (AMQ-310), via e-mail at john.hawk@faa.gov FAX number 405-954-9468. Note: The CLIN-PWS Matrix attachment is provided for informational purposes only. In addition, offerors are hereby notified that this SIR contains AMS Provision 3.2.2.3-4 entitled "Samples", reference Section L, page 31. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER. Technical and cost proposals are due no later than 3:30 p.m. local time (Central Time Zone), 24 June, 2010 and must be submitted to FAA, MMAC Customer Service Desk (AMQ-100), MPB Bldg Room 313, 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-11-R-02950, due 3:30 p.m. CT, 24 June, 2011. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE: Prior to award of a government contract, it is mandated that the contractor must be registered with the Central Contractor Registration, www.ccr.gov. NOTICE: For informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
