- DESIGN/BUILD UAS MAINTENANCE HANGAR, PROJECT NUMBER KWRD093016, HOLLOMAN AIR FORCE BASE, OTERO COUNTY, NEW MEXICO The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 236220/SIC 1541, with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $10,000,000 and $25,000,000. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans and specifications will be issued on or about 23 June 2011, with proposals due on or about 26 July 2011. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. Large business firms are required to submit a subcontracting plan with the following minimum goals: 50.0 % for Small Business; 17.0% for Small Disadvantaged Business; 18.0% for Women-Owned Small Business; 10.0% for HUB Zone Small Business; 8.5% for Veteran-Owned Small Business; and 4.0% for Service-Disabled Veteran-Owned Small Business. This solicitation will be issued via Internet only. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the design and construction of the UAS Maintenance Hangar, Project Number KWRD093016, Holloman Air Force Base in Alamogordo, New Mexico. One new 5,580 total square meters (60,062 square feet) hangar is required to support maintenance, repair, and inspection for Predator and Reaper unmanned aerial vehicles. This project will provide maintenance space with clear height of 25 feet to house MQ-1 and MQ-9 aircraft. The facility can be adapted for other aircraft uses such as the F-22 Raptor or F-35. Additional support space will include a small administrative area, tool storage and issue, mechanical and fire protection foam rooms as well as electrical and communications. These spaces will separate the two hangar bays. Sitework includes a 300' ramp extension adjacent to Hangar 500. Utilities runs will extend in aircraft rated trenches from the nearest points of connection. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
