- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-111093 Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-51, dated April 1, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a small-business size standard is 500 employees. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure one (1) Biomek NXP Laboratory Automation Workstation from Beckman Coulter, Inc. Item/Description/Quantity: 1) Item# A31841, Biomek NXP Multichannel, qty-1, 2) Item# 719948, 4 x 3 ALP Kit, qty-1, 3) Item# 969124, Multi-channel selective tip pipetting with modified 96 shuck plate on column 1 for Biomek, qty-1, 4) Item# 969154, Biomek NXp MC 384 HEPA enclosure 1 unit, qty-1, 5) Item# 147039, Optical Platform 1.0M x 1.0M. This system is for use of automating high throughput sampling, assay setup, and analysis. This system allows the lab to set up 10 plates at a time in 10 minutes, as opposed to the current time of 1-2 hours, and harvest 4 plates at a time in 5 minutes, as opposed to 1 hour. It is to allow up to 100 plates per day. It has precise control of pipetting speed and height, features that are critical in the labs protocol. The footprint of the system allows it to fit in the labs existing bench space. It is compatible with other Biomek line of robotic plate handling and incubation components that are currently being used. The system must support predefined pipetting techniques that include special low volume pipetting controls, taking into account variability of viscosity/surface tension from one reagent/solvent to another. These pipetting techniques must be quickly and easily called upon in a pipetting method by solvent name from a list of characterized fluids. The operating system software must have Simulation Software for Desktop method writing and visual viewing of the method written. The robotic simulation must be a 360-degree view of the robot and allow for observation of the robotic execution of the method written. The software must also provide the total amount of time that it will take to run the method written. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, 3) warranty, and 4) delivery. Delivery is to be made within 60 days from date of award to Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
