Description
The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified: HUB Zone firms, or, Service-Disabled Veteran Owned Small Business firms, or, Small business firms, or, SBA certified 8(a) firms serviced by SBA New Jersey, New York, Connecticut, Massachusetts district offices, having the capability and bonding capacity for the following effort: The proposed project, Urban Assault Course, U.S. Army Garrison at West Point, NY. The Urban Assault Course (UAC) will provide basic level training for individual soldiers/squads and platoons for building and room clearing at the U.S. Military Academy, West Point, New York. Under the Combined Arms Military Operations on Urbanized Terrain (MOUT) Task Force Training Strategy, the UAC is the precursor to training at the "Live Fire" Shoothouse and interacts with existing MOUT and digital multi-purpose training ranges. The project consists of five (5) stations, three of which are simple wood structures to simulate buildings, one is a large scale fire range and one is an underground tunnel system. The project also includes support facilities such as an ops/storage building, an ammo breakdown pad and roadways interconnecting the stations. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is planned for advertisement in June 11 with award scheduled in August 2011. Contract duration is estimated at approximately 365 calendar days. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). All interested businesses should notify this office in writing by mail or fax by 30 May 2011, 10:00am local time. Responses should include the following: (1) Identification and verification of the company as a HUB Zone firm, or, A Service-Disabled Veteran Owned Small Business firm, or, A Small business firm, or, A SBA certified 8(a) firms serviced by SBA New Jersey, New York, Connecticut, Massachusetts district offices. (2) A CAGE Code and DUNS Number. (3) Indication of relevant past experience through the description of two (2) no more than five (5) projects within the last seven (7) years similar in scope, size, complexity & magnitude to the proposed project. The definition of relevant is provided below: 1.Similar scope is experience in construction of similar type projects which include the construction of new fire ranges. 2.Projects of similar complexity are required. Complexity is defined as the management and coordination of multi-disciplined renovation/construction teams to complete projects that include the majority of the following types of work: Electrical, site/civil, structural and mechanical construction. 3.The magnitude of the past experience must be at least $3,000,000. (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above. (5) The interested contractor should list the percentage and type of work that they will self perform. Interested responders should refer to the following FAR Clauses to see the Limitation of Subcontracting that pertains to specific Set-asides. FAR 52.219-14 (Pertains to Small Business and 8(a) Set-asides). FAR 52.219-3 (Pertains to HUBZone Set-asides). FAR 52.219-27 (Pertains to Service Disabled Veteran Owned Small Business Set-asides).
