- Description - Upgrade B 31 Heating Ventilation Air Conditioning The work includes, but is not limited to providing all labor, materials, transportation, equipment and supervision for this project. The work also includes general construction, alterations, and mechanical, electrical, fire protection, plumbing, and structural work. Upgrade B 31 Heating Ventilation Air Conditioning equipment, distribution, and controls to current VA standards for in-patient healthcare environment. Include third party commissioning services in this project to ensure quality control, maintenance processes, training, and proper controls. Existing HVAC equipment in Building 31 has exceeded useful life and has an FCA condition grade of 'D'. Chilling capacity is undersized for the building and is not available year round despite the fact that this is the main inpatient hospital for the facility. Condition results in poor indoor air quality during the shoulder months (temperature and humidity). Air exchange rates and pressurization are questionable due to leaking duct work. 1972 vintage systems and equipment do not meet current energy standards and are inefficient resulting in inflated operating and Maintenance and Repair costs in the largest building on campus. The NACIS code for this procurement is 238220.
