Description
Direct Productive Person Hours (DPPH) of 152,464, on the existing JTAGS contract (DASG60-94-C-0073) for Engineering Services, will be decreased to 115,001 DPPH equating to $7,500,000. This ceiling will be correspondingly reallocated to new travel ($2,475,000) and materials/Other Direct Costs (ODCs) ($5,025,000) CLIN(s). This will allow for the completion of development and fielding of the Pre-Planned Product Improvement (P3I), Initial Space Based Infrared System (SBIRS) Geosynchronous (GEO) Capability (IGC). FAR 6.302-1(a)(2)(iii) services are deemed to be available only from one source for the continued provision of highly specialized services. The primary aim of this effort is to complete the production and fielding of the JTAGS IGC. Award of this modification to any other source other than Northrop Grumman Systems Corporation would result in unacceptable program delays and in a substantial duplication of cost to the Government, which is not expected to be recovered through competition. A full and open competitive follow-on Pre-Planned Product Improvement contract is in its planning phase, and will be solicited as soon as necessary approvals are obtained. This modification will provide support through 30 September 2013. All responsible sources may submit a response, timely submitted, which shall be considered. Interested parties may identify their interest, in writing, to the Government point of contact (POC), Ms. Christy L. Tarantini.
