- THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY. No Solicitation is currently available. Department of Veterans Affairs, Veterans Integrated Network 21, Network Contracting will be issuing a Request for Proposals for Project Number 640A4-11-1342 Project Titled; "Repair Steam Distribution Line and Insulation" at the VA PAHCS, Palo Alto Health Care System - Livermore Division located at 4951 Arroyo Road, Livermore, CA 94304. The Government intends to issue a Request for Proposal (RFP) for award of a firm fixed price contract in accordance with all terms, conditions, provisions, specifications, drawings and schedules of the solicitation, Subject to the Availability of Funds. The NAICS code for this procurement will be 236220. Project Magnitude is Between $500,000 and $1,000,000 The scope of work consists of the following tasks: A.Repair existing high and low steam/condensate return lines 1.Between Bldg 6 Boiler Plant and Bldg 90, approximately 200 ft segment. 2.Between Bldg 6 Boiler Plant and Bldg 88, approximately 100 ft segment. 3.Between Bldg 6, Boiler Plant and Bldg 62 thence to Bldg. 64, approximately 200 ft segment 4.Repair work shall consist of identifying the damaged pipe. B.Install standard calcium silicate insulation with metal jacket on 6 inch, 4 inch and 3 inch steam/condensate lines and related piping for a total of 1000 feet C.Measure, manufacture and Install a 500 removable insulation covers (RICs) on elbows, flanges, valves and fittings in the existing distribution system. D.Replace Steam Traps E.Replace Domestic Hot water at Bldg 62, Rm 9 F.Perform field investigations of the steam systems and prepare deficiency reports including estimated costs of repairs. This project will be completed in phases and some work will occur during off hours and on weekends to minimize disruptions to steam systems operations. This RFP will utilize Best-Value, Lowest Price Technically Acceptable, Source Selection Process. THIS SOLICITATION IS A TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE, in accordance with Public Law 109-461. Effective 10/1/10, the apparent successful offeror must apply for and have received verification status from the Center of Veterans Enterprise (CVE) prior to receiving award.
