Description
Department of the Interior, Bureau of Reclamation, intends to negotiate a Firm Fixed Price, Sole Source Purchase, with InspectTech Systems, Inc. 810 River Ave, Suite 300, Pittsburgh, PA. The proposed contract action is for a database management system, BridgeInspect software and services, for the Bridge Inventory Program. Reclamation has identified InspectTech, as the only vendor capable of satisfying this requirement. The authority for this sole source procurement is FAR Part 6.302-1 in that InspectTech is the sole manufacturer, distributor, and supplier of this software, and the only known source that can provide the authorized software for Reclamation. This is not a request for competitive proposals and no solicitation is available. Interested parties believe they can provide the required products are encouraged to identify themselves and give written notification to the Contract Specialist within 5 calendar days from the publication date of this notice. Standard company brochures will not be considered sufficient response. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; quotes are not being requested and a solicitation will not be issued. All questions relating to this announcement should be directed to Mai Dailey, Contracting Officer at mdailey@usbr.gov. Telephone calls will not be accepted. 1. General. The Bureau of Reclamation (Reclamation) is acquiring a database management system BridgeInspect software and services for the Bridge Inventory Program. 2. Location of Software. The software for which maintenance support services shall be provided is located throughout the Bureau of Reclamation (Denver and all Regions). 3. Work to be Performed by the Contractor.3.1 Modify BridgeInspect database software customize to meet Reclamation needs, including: - Inclusion of appropriate roles/groups for various personnel responsibilities and permissions with auditing reports specific to each user's activities;- Modifications to the standard Structure Inventory & Appraisal (SI&A) and element level condition inspection input forms to support Reclamation standards;- Creation of output report template to generate Reclamation inspection reports in PDF format;- Needs prioritization, maintenance/work order module, scheduling module, cost estimates, and full searching for Reclamation based information;- Appropriate Reclamation logos, verbiage, and workflows added in software with ability to further customize as needs evolve;- Seamless synchronization and advanced encryption of data for maximum security and reliability in real-time;- Ability to load and store all historic/past Reclamation inspection reports and bridge pictures/drawings, videos, sketches, maps, and other files that can be scanned; - Editing of images in the software to utilize highlighting, comments, diagrams, and other tools;- Auto-population of inspection reports with data from past reports. All changed fields are highlighted, tracked, and audited for full accountability;- Integration of standard Federal Highway Administration (FHWA) edit/update error checks with any additional Reclamation checks; - Summary reporting on bridge status (based on Reclamation Regions) in graphical format;- Dashboard for key bridge performance metrics for entire Bureau and individual regions;- Integrated user manual;- Visualization of complex structures in 3-D while accessing history/trends at the click of a button;- Utilization of "Quick Search" or tree search to locate a bridge of interest;- Integrated interactive map which displays the position of each asset/data query result and zooming capabilities for enhanced views;- Enhanced calculations including bridge sufficiency rating, structural evaluation appraisal, deck geometry appraisal ratings, risk based maintenance reports, other customized summary reports, and saving of those reports for future reference;3.2 Provide software updates, provide secure database hosting, and provide internet accessible database. Updates to the software for the latest Microsoft Operating Systems and Web Browsers will be provided as part of the on-going software maintenance. The Contractor shall also provide reliable hosting and back-up facilities to provide access to the application for all Reclamation personnel and designated consultants. The database will be securely hosted on the internet to provide increased access to reclamation users in remote offices and during inspection in the field. 3.3 Provide technical support. The Contractor shall provide technical support via telephone and email during normal working hours regarding the software. In addition, the contractor will assist in the annual FHWA required.4. Performance Period. Base Year with 4 options Years. The software patches, updates, and technical support period will be included as part of this contract.
