Description
General Information Document Type: Request for Information (RFI) Posted Date: May 11, 2011 Response Date: May 25, 2011 Description The Joint Project Manager for Protection (JMP P), Contaminated Human Remains Pouch (CHRP) Product Manager is conducting a market survey to determine the commercial availability of a Human Remains Pouch that will provide for the safe recovery, transportation, and handling of human remains contaminated with chemical, biological, radiological (CBR), or Toxic Industrial Material (TIM) hazards. The relevancy of the CHRP capability to provide for the care and disposition of deceased personnel spans across full spectrum operations. Department of Defense (DOD) Directive 1300.22, Mortuary Affairs Policy, dated February 3, 2000 states "The preservation of remains will be given the highest priority. Every effort will be made to preserve the condition of remains including those recovered from past conflicts." Parameters for the handling of remains from point of fatality to the MADCAP are: the CHRP will not leak CBR or TIM hazards for a period of 48 hours after human remains have been placed inside. Decontamination Survivability parameters are: the CHRP will remain fully serviceable after being externally decontaminated not less than twice with standard military decontaminants after human remains have been placed inside during a 48-hour period. Standard military decontaminants include: hot soapy water, calcium hypochlorite (HTH) in liquid solutions of up to 10% HTH, sodium hypochlorite, M100 Sorbent Decontamination System (SDS), Reactive Skin Decontamination Lotion (RSDL), and the M295 Individual Equipment Decontamination Kit (IEDK). Finally, the CHRP will not leak hazardous vapors for a period of 48 hours after human remains have been placed inside. Please provide a white paper (10-page limit) explaining the capabilities of the products and components. Include supporting documentation as it applies. In addition to the parameters above, please address the following: a detailed description of the proposed system; the weight capacity and internal dimensions of each container; concepts and methods used to ensure the system's impermeability to liquids and vapors/gases, transportation requirements for the product; results of any pertinent testing; including results for protection/hazard mitigation against hazardous materials, TIM, or CBR agents; packaging requirements; production capability and commercial item availability; Material Safety Data Sheets (MSDSs) if applicable; shipping and storage requirements or restrictions.
