Description
This is a Pre-Solicitation Notice for the US Army Contracting Command-Rock Island (ACC-RI) Solicitation W52P1J-11-R-0117. This notice serves as notification to Industry for the forthcoming procurement of Stevedoring and Related Terminal Services (S&RTS) within Haiti, with primary performance in Port au Prince. This notice does not constitute a solicitation for proposals. The anticipated date for release of the Request for Proposal is on/or about 18 May 2011. The S&RTS to be procured are for providing all services necessary for the receipt, clerking, checking, and transfer of cargo to/from and within the port terminal area, truck area, staging area and vessel being loaded or discharged. The Contractor shall be responsible for marking, labeling and the placement of Radio Frequency Identification (RFID) tags on the cargo, to include but not limited to affixing, reading, replacing tags and batteries on vehicles, containerized cargo and other equipment as needed. The contractor will be required to dray, tow, drag, lift, and shuttle all disable/inoperable wheeled and tracked vehicles, containers and other cargo from place of rest within staging area, to the vessel, drive tow or lift the cargo into its designated stow location on-board the vessel and lash and secure the cargo at the commodity rate. The contractor must have the equipment capable of handling all cargo to include disable/inoperable wheeled and track vehicles. For discharging vessel, the reverse procedure applies at commodity rate. A Performance Work Statement (PWS) will be released with the Request for Proposal (RFP). This acquisition may utilize Lowest Price Technically Acceptable (LPTA) source selection procedures. The NAICS Code for this procurement is 488320 (Marine Cargo Handling). CAUTION: This solicitation shall be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access FedBizOpps to obtain the solicitation and any amendments, which may be issued. Failure to obtain any said amendments and to respond to them by the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the same.
