- Justification for Other Thank Full and Open Statement of Work Place of Performance Two Location: First locations will perform about 80% of the work. 1. National Council for Community Behavioral Healthcare 1701 K Street NW, Suite 400 Washington, DC 20006 1 Choke Cherry Road Rockville, MD 20857 Second Location is the Hotel in San Francisco: 2. The Fairmont San Francisco 950 Mason Street San Francisco, California United States 94108 The Department of Health and Human Services (DHHS) intends to award a contract to National Council for Community Behavioral Healthcare on a sole sources basis using the simplified acquisition procedures. The basis for restricting competition is the authority of 41 U.S. 253© (1) as implemented by FAR Part 6.302-1 because only one source is available to provide the services in a manner that will satisfy the agency requirement. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualification to perform the work described in the Statement of Work. Any sources capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated in the Statement of Work. No solicitation document is available. Capability statements should be submitted by 3:00 on 18 May 2011 to the point of contact listed in this announcement.
