- SMALL BUSINESS SOURCES SOUGHT SYNOPSIS Brief description: Sources Sought for the Program Budget Data Management Division (PBDMD) of the Department Chief of Staff (DCS), Army G8, Program Analysis and Evaluation (PAE). G8, PAE Response Date: May 25, 2011; 12:00 EST Contract Specialist: Courtney Knight: Courtney.knight@us.army.mil NAICS Code: 541512 Place of Performance: Contractor activities will be conducted primarily at contractor facilities. On occasion, contractor activities will be performed at government facilities (located in Room 3C353, Pentagon). For these occasions, the government will provide office space and office automation equipment (hardware, software, and LAN access) for up to four concurrent contract staff personnel. This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The National Capital Region Contracting Center (NCRCC) at Hoffman II, on behalf of the Program Budget Data Management Division (PBDMD) of the Department Chief of Staff (DCS), Army G8, Program Analysis and Evaluation (PAE). G8, PAE, is conducting market research to determine the availability of firms to provide is to establish and maintain a successful Government/Industry technical collaboration in support of the PPBE business capabilities as defined in this Performance Work Statement. Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code 541512 with a size standard of $6,500,000.000 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 30 pages and must be submitted electronically. All contractor questions must be submitted no later than 12:00 PM EST on Wednesday May 25, 2011. Small business concerns are to address the following questions: A.Describe your approach and how you would leverage current technology for collecting and storing pertinent Planning, Programming, Budget, and Execution (PPBE) information from external sources and making it efficiently available to PPBE application users and describe how you would approach maintenance and enhancement of the processes, efficiencies and technology with regard to the PPBE process. (PWS Section 1, 1; 2; 3; 4; 5; 6; 7; 1.1; 3.3.3; Exhibit A) B.Provide details of your validation and verification techniques. Describe how you would apply your capability to develop and apply metrics and criteria to your prioritization methodology, data integrity and quality assurance as it relates to the PPB Business Operating System (BOS) system/ePortal. (PWS Section 1.3.1; Exhibit A) C.Describe your approach to architectural development and system reengineering and how would you implement this approach under the PPB BOS effort, while maintaining current operations of legacy applications? (PWS Section 1.1; 1.3.2; 1.3.3; 1.3.4; 3.0; 3.1; 3.1.1; 3.1.2; 3.1.3; 3.2; 3.2.1; 3.3) D.Describe your approach to systems acquisition, design and development, and compliance strategies with the DoD's Business Enterprise Architecture, Standard Financial Information System (SFIS), Section 508 Standards, and other known developmental standards and the development of defensible, auditable, documentation. (PWS Section 1.1; 1.3.6; 1.3.7; 2.1; 2.4; 3.0; 3.3.2; 12; 13.2; 13.3) E.Describe your experience and knowledge in detail about Hyperion and its capabilities. Provide a list of your product examples with their capabilities and provide references. (PWS Section Exhibit A, Task 1, Task 3) A draft PWS is attached for your information. This document is not in final form and is subject to change. In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of ($16,000.00) per month? (2) Past Performance- Does your firm have the relevant past performance within the last three years? (3) Corporate Experience-Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS? To assist us in maintaining a list of interested small business concerns for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to Courtney Knight for this procurement. Submissions shall not exceed 30 pages (8 x 11 inches), not including pictures and brochures. Format of submissions shall be in accordance with outline provided above.
