Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following proposed project: Construct an Army Reserve Center (ARC). Primary facilities include land acquisition and construction of an ARC training building - 32,096 square feet; Organizational Maintenance Shop (OMS) - 4,841 square feet; unheated storage building - 1,065 square feet; and organizational parking - 15,760 square feet. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, rammed earth and metal panel walls, modified bitumen roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. This project will provide fifteen acres of existing government land in the vicinity of Las Cruces and a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for two Army Reserve units. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide for unit storage and adequate parking space for military and privately-owned vehicles. Contract duration is estimated to be 490 days and the estimated cost range is between $10,000,000 and $25,000,000, the current target ceiling for this project is $11,000,000. NAICS is 236220. Size limitation is $33.5M. This is being contemplated as a Design/Bid/Build Project. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail on or before 24 May 2011 at 10:00am EST. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business,, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include new construction of national guard armories, army reserve centers, armed forces training centers, office complexes, education facilities, and vehicle maintenance shops. Similar projects will include projects that have been USGBC LEED Gold or Platinum certified and contains sustainability and energy reduction measures, to include photovoltaic arrays, rammed earth wall construction, permeable pavement, and rainwater harvesting systems. Projects similar in size will include new construction projects with a single building or multiple buildings with a combined total of 40,000 SF. Construction of pre-engineered buildings does not count against the 40,000 SF. Projects of similar dollar value will be new construction projects with an original contract amount in excess of $10M. (4) A statement of which portion of the work that will be self performed, and how it will be accomplished.
