- The services requested are for the Return Preparer Registration contractor to implement new requirements that are the result of IRS Senior Leadership policy decision making that was reached after the Return Preparer Registration contractor was awarded. Neither the IRS nor any particular vendor could have anticipated these requirements and incorporated them into the original Return Preparer Registration contract. The Return Preparer Registration contractor’s solution is built around the Tax Preparer PTIN System (TPPS), which the contractor built, deployed, operates, and maintains for the Service and is inextricably integral to the contractor’s solution for Return Preparer Registration. The services requested require the contractor to make significant changes to the TPPS. In order to meet filing season deadlines for having the required services completed by no later than 9/30/2011, in time for the Return Preparer open season registration that begins on October 16, 2011, the contractor’s knowledge and expertise with the TPPS system and data uniquely positions the contractor to be capable of delivering the services required in time for the next filing season. A new contractor would not only have to build a system to support the requirement but would also have to recreate the entire TPPS system. An undertaking that could not be achieved in the requisite time frames and that could not be done without completely disrupting current return preparer implementation processes and disrupting and delaying the timely registration and processing of over 700,000 Tax Preparers in time for the coming filing season.
