- The government intends to negotiate a sole source Firm Fixed Price type purchase order to Ultimate Training Munitions Inc. for the UTM Train the Trainer Program in accordance with FAR part 13.5 (Clinger-Cohen), in support of the Naval Expeditionary Combat Command in Virginia Beach. UTM Limited is the sole provider of Navy Expeditionary Combat Command s (NECC) Force Simulated Munitions packages. NECC recently outfitted our force with these weapons adapters and other associated safety equipment to utilize simulated munitions in training. UTM Limited is the sole manufacturer and supplier of this equipment. NECC requires train the trainer type training in order to ensure safe training evolutions. UTM Limited is the only qualified source that can perform this effort required to meet the NECC s requirement. UTM Limited is the sole source provider of this training due to proprietary rights. The services are required to train EOD, Riverine, MESF, NCF, and CSF operators assigned to support Naval Special Operations Forces (NAVSOF). The NAICS Code is 611430 Professional and Management Development Training, FSC U008, and size standard of $7.0 million. U.S.C.12101 et.Seq.) Training will be held at four different locations. These locations include Pt. Hueneme, Camp Shelby, San Diego, and FT. Pickett/FT. Story. Each training session will last for one full day. The training dates are as follows: Pt. Hueneme 6/6/11, Camp Shelby 5/23/11, San Diego 5/27/11, and FT. Pickett/ FT. Story 6/14/11. The solicitation number is N00189-11-T-0208 and will be issued on or about 10 May 2011. This requirement will be advertised as a small business set-aside. By submission of a quotation, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during the performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the internet at http://ccr.edi.disa.mil. Potential offerors may be required to register in Wide Area Workflow at website https://wawf.eb.mil/jndex.htrnj.
