- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a 100% small business set-aside basis for Lead Developer Services for development of Computer-Aided Slating Software for the Navy Personnel Research Studies and Technology (NPRST), Bureau of Navy Personnel, Millington, TN. The contractor shall be required to implement a production level tool, according to the technical requirements specified by NPRST. The contractor shall be responsible for developing, testing, and maintaining all code related to the project, recommending platform solutions, and all product-related reporting and documentation. The contractor will also be responsible for providing timely/real-time application data, which includes requisitions, rollers, historical slates, PCS tables, NEC training costs, school seat availability, sailor preferences, and miscellaneous business rules. The contractor must have a Bachelor ™s Degree or equivalent, six (6) years of general experience, and be a Microsoft Certified Professional Developer (MCPD). Six (6) years of general experience is considered equivalent to Bachelor ™s Degree. With a Master ™s Degree, four (4) years of general experience is required. With a PhD, two (2) years of general experience is required. All work can be done remotely, but the contractor will have to travel to Millington, TN two times each year. The period of performance for this contract will be a base period of 12-months with one 12-month options totaling 24 months if all options are exercised. The Navy intends to solicit for a Firm Fixed Priced contract. Interested vendors will be asked to submit cost proposals and will be evaluated on a best value basis past performance more important than price. Solicitation N00189-11-Q-Z075, with its respective amendments, will be available to download at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).The applicable NAICS code for this requirement is 541511.
