DESCRIPTION: The U.S. Army, Army Contracting Command Picatinny, on behalf of the Project Manager Soldier Weapons (PM SW), located at Picatinny Arsenal, NJ is conducting a market survey to identify potential sources capable of manufacturing a Day Optical Sight (DOS) System to meet the following criteria: 1. Length: Not to exceed 13.5 inches. 2. Weight: Not to exceed 2.5 lbs. 3. Magnification: Minimum range between 2 to 4 power and maximum range between 15 to 25 power. 4. Exit Pupil: No less than 2.4 mm at highest magnification. 5. Windage Adjustment: 0.1 angular mil per click, locking mechanism or cap. 6. Elevation/Ballistic Adjustment: 0.1 angular mil per click, quick locking mechanism provided with interchangeable ballistic caps for the M118LR, M80 Ball, and AB39 ammunition. 7. Adjustment Range: No less than 18.8 angular mils (65 MOA) in elevation and windage. The entire elevation range adjustment shall be within 2 full turns of the turret and discernable by both visual and tactile means. 8. Mounting Rings: MIL-STD-1913 compatible, lightweight, range between 1.0 to 1.5 inches in height and have quick-detach lever that is repeatable within 0.5 MOA. 9. Anti-Reflective Device (ARD): A detachable ARD should be provided as well as front and rear lens covers. 10.Reticle: First focal plane (FFP), grid style pattern providing windage hold offs, elevation holds, holdovers, cross hair and 1 Mil, 0.5 Mil and 0.2 Mil graduations along all axes (course and fine markings). 11. Reticle Illumination: At the optics lowest power setting, an illuminated aiming reference (i.e. red dot or donut) should be present if the main cross-hair is not visible (the entire reticle should not be illuminated) 12. Power Source: Battery (ies) should consist of AA (LR6 or FR6), CR-1/3N, or CR-2032. 13. Focus/Parallax adjustment: Side mounted focus/parallax adjustment knob. 14. Surfaces: External surfaces (except for light transmitting elements) shall be finished in a flat neutral color that is non-reflective and corrosion resistant. All the exposed optics shall have corrosion and scratch resistant coatings, which permit operation in salt sprays and blowing sand and reduce operator eye fatigue during extended viewing. All markings, coatings, finishes, and exposed o-rings shall be resistant to paints solvents, nuclear biological and chemical (NBC) contaminants. 15. Operational Temperature: -40C to 49C 16. Storage Temperature: -51C to 71C 17. Weapons Shock: The day optic shall maintain boresight within 0.5 MOA when subjected to recoil shock from the Army Sniper 7.62mm weapons (represented as 400 to 500 Gs in 0.7 to 1.1 ms along longitudinal axis). The unit must be a Non-Developmental-Item (NDI) or a Commercial-Off-The-Shelf (COTS) item. The DOS shall be ready to use without modification to the sniper weapon configuration, and shall not degrade the weapons performance. Information for products that require minimal modification may also be provided. Interested companies should indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and/or other technical data, as well as identification of current customers. A rough indication of pricing and any pricing data should also be provided. Please include the firms address, size of business (small/large) and point-of-contact with telephone number and e-mail address. Interested companies should submit a 2-5 page capabilities statement no later than 26 May 2011 via e-mail only to: Kathleen Notaroberto at kathleen.notaroberto@us.army.mil. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP).
