Description
This notice is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The service will be acquired in accordance with Far Part 12 Commercial Items. The NACIS code for this action is 541690. This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Fish Biology & Stock Assessment Division located in Honolulu, HI on a sole source basis with Dr. Chi-lu Sun, Taishen Research, Taipei, Taiwan. Proposed vendor Dr Sun is an established billfish scientist and will conduct life history and fisheries research in support of North Pacific billfish stock assessments and has the required access privileges to an age and growth laboratory and is familiar with confidential fisheries data collected and housed at the Fisheries Agency, Council of Agriculture (FA-COA) in Taipei, Taiwan. The research is organized into two collaborative research projects that initially target blue marlin, striped marlin, sailfish and wahoo. Project 1 will focus on the estimation of life history parameters. Project 2 will be a comparative study between fleets harvesting blue marlin in the Pacific Ocean. This is a collaborative project between scientists from NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC), National Research Institute for Far Seas Fisheries (NRIFSF), Taishen Research, and Inter-American Tropical Tuna Commission (IATTC). The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award and ends May 2011 plus two option years. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that meet the government's requirements may submit substantiating documentation in writing within 15 days of publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely with the discretion of the government. This is a simplified acquisition purchase action estimated value not to exceed $100,000.00. ****The Pacific Islands Fisheries Science Center Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
