- This notice is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The service will be acquired in accordance with Far Part 12 Commercial Items. The NACIS code for this action is 541690. The U.S. Department of Commerce (DOC), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, Protected Species Division, located in Honolulu, HI. intends to issue a fixed price purchase order to Harting Biological Consulting to assist the Hawaiian Monk Seal Research Program analyze and summarize data and report findings related to the monk seal biology and ecology. Primary analyses will pertain to demographic modeling. Proposed vendor Dr. Albert Harting, created the Hawaiian Monk Seal Stochastic Simulation Model a highly sophisticated model which is being used to do quantitative analysis and scientific valuation of the endangered Hawaiian Monk Seal. The anticipated performance period is date of award is June 1, 2011 through May 31, 2012. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact, all proposals received within fifteen (15) calendar days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interest firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; references; and any additional supporting literature. Oral communications are not acceptable in response to this notice. Faxed responses can be sent to 808-983-2900, Attn: Bonnie Oshiro or emailed at Bonnie.Oshiro@noaa.gov. If no affirmative responses are received, the government intends to issue a purchase order to Harting BiologicalConsulting. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
