- This is a request for information or sources sought for the acquisition described below. Request responses by 20 May 2011 for a follow on acquisition to begin 01 Aug 2011. Business Need: Problem Statement - Advanced Retirement Calculator to provide capability to accurately input, compute, and generate complex Federal Employee Retirement System (FERS) and Civil Service Retirement System (CSRS) based retirement estimates, deposits and supporting reports. Operational Context - Advanced Retirement Calculator application is used by Benefits and Entitlements Service Team (BEST) counselors to compute and provide full and part-time FERS and CSRS civilian employees with professional retirement estimate and deposit reports. These reports are not only provided during final retirement processing,but are often provided and used by employees to make critical career decisions early on in their careers. Process Analysis - In average, the Air Force Benefits and Entitlements Service team processes approximately 10,000 retirement related actions annually requiring complex computations. These complex computations are required in order to determine amounts for annuities, civilian deposits/redeposits, military deposits, and interest rates, to name a few. Additionally, service computation dates, breaks, and adjustments are all figured out using the same application. Sought Outcomes, Expected Benefits, and Performance Measures: Advanced Retirement Calculator must be able to calculate the following: Retirement Estimates.Optional.Disability.Involuntary/Early.Special - Law Enforcement, Firefighters, and Air Traffic Controllers.Deferred.Survivor Benefits Retirement Related Products.Civilian Deposits/Redeposits.Post-1956 Military Service Deposits.Uniformed Services Employment & Reemployment Rights Act (USERRA) Deposits.Part-Time Service Proration Factors.Alternative Form of Annuity Computations.Reemployed Annuitant Computations.Retirement Coverage Determinations.FERCCA Determinations.Severance Pay Computations.Less than 3 year Computations.High-3 Salary Computations.Breaks in Service.Excess LWOP.Lump-Sum Annual Leave Payment Computations.Leave/Reduction In Force Service Computation Dates.Thrift Savings Plan Service Computation Dates.Retirement Service Computation Dates Social Security Related Calculations.FERS Annuity Supplement Computations.CSRS Offset Computations.Old-Age Benefits.Windfall Elimination Penalty Computations Thrift Savings Plan Calculations.Single/Joint Life Annuities.Installment Payments.Loan Calculator Advanced Retirement Calculator must also generate reports that are exactly the same in both screen and printed format. Reports must have room for comments and allow for printing to any print ready device such as local printers, network printers, and/or fax machines. Additionally, reports must be able to be saved as PDF files. Advanced Retirement Calculator must have a comprehensive and context-sensitive help system. Help system must cover all application tools and functions, as well as reference any governing policy. Advanced Retirement Calculator must be updated to incorporate calculation and policy changes released by the Office of Personnel Management annually and/or when legislative changes have been implemented. Advanced Retirement Calculator must populate data on the applicable Federal retirement related forms which can be saved as PDF files. Advanced Retirement Calculator should interface with the Employee Benefits Information System (EBIS) in order for the employee to retrieve the requested documentation in a secure environment which eliminates the need to mail or e-mail the documentation to the employee. Advanced Retirement Calculator must be compatible with current Air Force security criteria.
