Description
Notice of Intent to Award Sole Source Procurement. The U.S. Department of Homeland Security (DHS), Science and Technology Directorate (S&T), intends to issue a sole source contract to National Council on Radiation Protection and Measurements (NCRP) in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". NCRP will prepare a report that will serve as the basis for implementing the real property operational guidelines discussed in the DHS interim guidance document entitled "Protective Action Guides for Radiological Dispersal Device (RDD) and Improvised Nuclear Device (IND)", which was published in the Federal Register on January 3, 2006. To prepare this report, NCRP will conduct an authoritative and comprehensive scientific peer review process consisting of homeland security experts, health physicists, risk and decision analysts, environmental remediation and waste management experts, representatives of local, state, and federal agencies who assist with decision making in the long-term recovery from a radiological event, and worldwide subject-area experts. The report will address the following: (1) a decision framework for addressing late phase recovery issues concerning, for instance, cleanup actions designed to reduce radiation levels in the environment; (2) identification of affected basic and critical infrastructures and key factors needed for decision making; (3) a description of the optimization process; (4) consolidated recommendations for late phase recovery; and (5) a desktop exercise on sample scenarios to illustrate the process. Interested sources shall submit responses that include: (1) specific work completed over the past three years (include title, date completed, and client POC information); (2) a narrative demonstrating how the completed work aligns with the effort described above; and (3) a narrative providing detailed information regarding the process used for developing the report (e.g., scientific peer review process). Responses may be submitted until 5 PM EST on May 24, 2011 to the Primary POC, Linda Santiago, linda.santiagocaiced@hq.dhs.gov. Telephone calls will not be accepted. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotations.
