- ERDC Contracting Office intends to issue an award on a sole source basis under the authority of Far Part 13.106 to Asphalt Systems, Inc., 2775 W 1500 S Salt Lake City, UT 84104-4621. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. The Airfields and Pavements Branch (APB) in the ERDC Geotechnical and Structures Laboratory (GSL) has been tasked by the Air Force Civil Engineer Support Agency (AFCESA) to test and evaluate the performance and safety issues of several specific asphalt treatments. GSB-88 was specified as one asphalt surface treatment to be evaluated at Dover AFB in Dover, Delaware. Asphalt Systems, Inc. is the sole distributor of GSB-88 in the north-eastern region of the United States. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. Interested organizations may submit their capabilities to supply GSB-88 in writing to the identified point of contact not later than 12:00 p.m. CST on May 11, 2011. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to vincent.durman@usace.army.mil with solicitation number referenced in the subject line.
