Description
SYNOPSIS: The U.S. Army Corps of Engineers (USACE) Afghanistan Engineer District-North intends to inform construction firms experienced in working in Afghanistan who are interested in submitting a firm-fixed price offer for this project. The project consists of the design and construction of an Afghanistan National Army (ANA) Garrison for the 2/3/203 Infantry located in Moqur District, Ghazni Province, Afghanistan. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 25 May 2011. The proposals will be due on or about 25 June 2011. Contract award will be no later than 4 September 2011. PROJECT SCOPE: The project consists of the design and construction of one infantry Kandak and all appurtances. Project will include all living and support facilities and applicable utilities infrastructure. The project is defined as the materials, labor, and equipment to construct buildings, parking, utilities, and other infrastructure for a design population of approximately 796 personnel. The intent is to provide permanent basing standards using K-span construction methods and standardized designs to complete the project within 365 day period of performance. Phased construction is desired to accommodate 796 personnel within 180 calendar days. Partial occupancy will require the following facilities: Barracks, DFAC, latrines, full utilities, and force protection. Geotech, well construction and security wall will be completed under separate contracts. A firm fixed price contract will be awarded to a prime construction contractor. As per DFARS clause 236.204 Disclosure of magnitude of construction projects, the magnitude of the project between $10,000,000.00 and $25,000,000.00. The contractor may be required to coordinate the efforts required under this contract with at least one other contractor at the site. Such coordination requirements will be required if this solicitation is awarded. Interested offerors are required to have an AISA license (Afghanistan Investment Support Agency) to conduct business in Afghanistan. All work identified in the Scope of Work shall be completed within 365 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. NOTICE TO OFFERORS: THE GOVERNMENT RESERVES THE RIGHT TO CANCEL A SOLICITATION EITHER BEFORE OR AFTER THE PROPOSAL OPENING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract awarded based on Best Value Trade Off determination.
