- Description
- The Naval Surface Warfare Center “ Panama City, Panama City, Florida intends to solicit HDT Expeditionary Systems, Inc, on a sole source basis for the acquisition of System Expansion Kits. These kits consist of the standard infrastructure and information technology equipment as contained in the Deployable Joint Command and Control System (DJC2). There is a requirement for expansion kits to utilize existing system equipment design to minimize training, documentation, supportability and other integrated logistics costs. HDT is the current provider of the DJC2 power generation and distribution equipment. Changes in the equipment manufacturer would require significant engineering redesign. The system load plan, power layout, power design, power distribution calculations and material planning would all require significant changes based on a review of the equipment available from other manufactures. Changes in the equipment manufacturer would also require significant Integrated Logistics changes. The system training, training material, JOB AIDS, technical manuals and drawings would all require significant changes. Based on the above this would increase the cost associated with opening this action to competition and there is no reasonable expectation that these costs can be recovered through competition. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The basis for award will be upon fair and reasonable pricing with an estimated award date on or about 11 May 2011. NAICS Code 624221 FSC is 5895
