Description
Market Survey - Similar Joint Light Tactical Vehicle (JLTV) Capabilities Background, JLTV Program. The Joint Light Tactical Vehicle (JLTV) Program is a Family of Vehicles (FoV) leveraging technologies developed in the commercial sector and within the Department of Defense (DoD) to meet existing and emerging military capabilities. The JLTV FoV is a new start materiel solution intended to fill these capability gaps. JLTV has been approved at Milestone A and is currently reaching the end of the Technology Development Phase. It is anticipated that the JLTV Program will be designated by the Milestone Decision Authority as an ACAT-1D, Major Defense Acquisition Program. Current DRAFT JLTV Program Description. The JLTV program is developing two mission role variants (MRVs) to regain transportability and restore a balance between protection, payload, and performance. The MRVs - a four (4) passenger Combat Tactical Vehicle (CTV) and a two (2) passenger Combat Support Vehicle (CSV) - will enhance light tactical mobility for combat, combat support, combat service support forces by providing Protection, through Scalable armor to provide mission flexibility while protecting the force; Sustainment, through reliable, maintainable, component commonality, onboard and exportable power, and reduced fuel consumption; Networking, through connectivity for improved Battlespace Awareness (BA) and responsive, well-integrated Command and Control (C2) for embarked forces; Transportability, through transport capable by a range of lift assets, including air, rail, and sea modes; and Mobility through chassis, suspension and drive train innovations. In addition, the JLTV support tactical mobility for ground combat forces, small unit task execution for combat, combat support and combat service support missions during land, access and access denial, littoral, irregular, stability, Airborne, and Air Assault operations. This capability provides protected, sustained, networked tactical mobility for small ground combat units (and crew-served weapons) in the performance of combat patrols, raids, conventional assaults, long-range reconnaissance, convoy escorts and other combat related tasks. It also supports direct fire support weapons such as anti-tank and heavy automatic weapons. The JLTV Program Office seeks to obtain vehicle system information and other supporting information from Industry in an effort to identify and conduct analysis on vehicles with capabilities similar to the JLTV. The analysis will aim to compare capabilities, measures of effectiveness, cost, schedule, concepts of operations, and overall risk. The JLTV Program Office is aware of a number of programs currently in development that are making strides in protection, mobility, and weight. The intent of this Market Survey is to receive the most recent, fact-based information related to programs that may be considered similar to, or potential candidates for, a JLTV family of vehicles. This information will assist the JLTV Program Office in developing its acquisition and procurement strategy for the JLTV Engineering and Manufacturing Development (EMD) Phase. To allow JLTV to make an informed assessment of current industry capabilities, information is needed in the following categories outlined below. The reference attachments should be completed to the best extent possible. This should not preclude providing additional information thought to add benefit that would allow the JLTV Program Office better understand what industry is currently able to provide. Any additional information provided in response to this Market Survey will also be taken into consideration. Cost Analysis Information. (Reference Attachment A) Responses are requested in four cost related areas to allow the market research team to make informed evaluations of achievable cost ranges for a full vehicle system. This information will be used to estimate realistic base vehicle and sustainment cost targets. Mobility Analysis Data. (Reference Attachment B) Responses are requested to describe the data which is required to build an NRMM (NATO Reference Mobility Model) model for the purposes of estimating on-road and off-road mobility performance and making comparisons to the current JLTV requirements. Any additional information (ie. general description, vehicle overview, pictures, test or simulation results) related to achievable performance will also be considered. Protection Data. Unclassified responses are requested to describe the key features of the cab and vehicle design. Responses should address, but not be limited to, material selection (use of metallic, ceramics, composites), crew injury assessments, weight class, design maturity, and whether the survivability information being provided is for a hull or full vehicle system design. Unclassified information that describes the manufacturing processes or techniques for providing protection will allow the market research team to evaluate the state-of-the-art from industry. DO NOT SUBMIT ANY CLASSIFIED INFORMATION. CLASSIFIED information should not be provided as part of the response to this Market Survey, but may be requested at a later date.
