Description
The Naval Research Laboratory (NRL) has a requirement for one Engineering Model Main Reflector, three flight Main Reflectors, three flight Cold Sky Reflectors, and the corresponding Ground Support Equipment as defined in the Statement of Work. These items are for the Microwave Imager/Sounder (MIS) payload as part of a larger Class 1 Operational National Program. The Main Reflector is an offset parabolic reflector that focuses scene energy that is collected and processed by the spacecraft's systems. The Cold Sky Reflector is a parabolic reflector that provides a view of cold (~2.7 K) space that is collected and processed by the spacecraft's systems. The measurements from the Cold Sky Reflector enable the systems to calibrate on each scan. The Specifications are export controlled under the International Traffic In Arms Regulation (ITAR). As such, in order to receive the referenced specifications, potential contractors must complete the attached certification with proof of status (e.g. Birth Certificate, Passport, Military ID) as a US Person (as defined in 22 C.F.R. Part 120.15) and submit it via email to Kirsten Pilkerton at kirsten.pilkerton@nrl.navy.mil. Upon confirmation of eligibility and the release of the solicitation, potential offerors will be sent copies of the statement of work and specifications. The statement of work and specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable US export control laws and regulations. It is anticipated that a Firm Fixed Price contract will be made as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
