- Approved Sole Source Justification for Valley Forge Fabrics, Inc. DESCRIPTION: Contracting Office: Department of the Air Force, Air Force Material Command, Aeronautical Systems Center (ASC/PKOBA), Wright-Patterson AFB, Ohio, 45433. Notice of Intent to Award a Sole Source Purchase Order (PO) to: Valley Forge Fabrics, Inc. to support the dormitories by providing custom sized BioPreferred bedding to fit the unusual sized beds from the GSA schedule GS-07F-0315V. NAICS Code 313210. Market research showed that Valley Forge Fabrics, Inc. was the only source that can provide this custom sized BioPreferred bedding from the GSA schedule. Per FAR 8.8002(a)(1), required sources for supplies must be used, assuming the price is fair and reasonable. Intention: Award a Firm Fixed Price PO for the above mentioned items directly with Valley Forge Fabrics, Inc. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The notice of intent is not a request for competitive quotations; however, all quotations received within five(5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 'An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process.'
