Description
This design-bid-build acquisition is being offered as Unrestricted for competition. The resulting contract will be firm-fixed price and may include options. The order magnitude is between $25M and $100M. Description of work: The work includes construction of three standard company operations facilities with covered hardstand, supporting site development to include paving, parking, drives, landscaping, sidewalks, grading and drainage with retention, erosion control, utility installation, traffic signage, storm drainage. Project will include fire protection and alarm systems, information systems, mass notification, air-conditioning, connection to energy monitoring and control systems (EMCS) and provisions for Intrusion Detection Systems (IDS). Demolition includes asbestos abatement and demolition of existing facilities in the footprint of the new project. Antiterrorism/force protection will be provided by special windows and doors, and site measures. Construction of outdoor exercise equipment and C17/C130 mock-up and PLF mock-up are required. Construction phasing will be required because some existing buildings cannot be vacated until new facilities are built. Evaluation Criteria: The Government will use a sealed bidding evaluation process in accordance with Federal Acquisition Regulation (FAR) part 14.101. After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available on or about 19 May 2011. NOTE: The Response Date referenced under General Information does not refer to the BID DUE DATE. Information on the BID DUE DATE will be stated in the Invitation for Bid. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, contractors and their subcontractors must register at www.fbo.gov in order to download IFB documents. Contractors with existing FedTeds logins should be able to use their existing logins. In order to locate this IFB, Contractors can go to FedBizOpps and search for the IFB number at www.fbo.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted change to this solicitation and all amendments.
