- The Pre-Solicitation Notice is amended to include the following Geographical Restriction: Restricted to the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and it's tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Millsiisppi River include only the waterways within the area of jurisdiction of Coast Guards iads to navigation facilities as described in LIght List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. Thi sincludes protected portions of the Intra Coastal Waterway connected to the "Western Rivers", but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC WEDGE (WLR-75307), 75 Foot "D Class" River Buoy Tender and USCG 90 Barge (90012). The homeport of the vessel is Demopolis, AL 36732. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about 5 May 2011. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. THE ACQUISITION WILL BE SOLICITED AS A 100% SMALL BUSINESS SET ASIDE. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for the DOCKSIDE repairs to the USCGC WEDGE (WLR 75307) and USCG 90 Barge (90012). The homeport of the vessel is Demopolis, AL 36732. The performance period will be 36 calendar days with a start date on or about 11 July 2011. The place of performance will be at the vessels homeport of Demopolis, AL. The scope of the acquisition is for various repairs, aboard the USCGC WEDGE and USCG 90 Barge, including but not limited to: MDE Exhaust Stack Uptakes Commercial Cleaning; Ship Service Diesel Generator Exhaust Piping, Commercial Cleaning; Boiler exhaust stack uptakes, commercial clean; Vent Ducts (engine and motor room all), commercial cleaning; Vent Ducts (galley and pantry room all) commercial cleaning; Vent ducts (laundry Exhausts), commercial cleaning; Compressed Air Receivers-Tender, Clean, Inspect and Test; Compressed Air Receivers-Barge, Clean inspect, and test; Compressed Air system Valves- Tender, inspect and Test; Compressed air system valves; Barge, Inspect and Test; Traction Winches (tender), Overhaul; Spuds, overhaul - tender; Cargo Handling Capstan, Overhaul; Spuds overhaul - Barge; Spud winch wire rope, renew-tender; Spud winch wire rope, renew - Barge; Spud Winch, Inspect - Barge; Spud Winch, Inspect - Tender; Head and Tail Wire Winch(s), Inspect - Barge and Tender; Buoy and Cargo Handling Cranes (Allied Marine Crane) TK 20-50, Leve.; Buoy and Cargo handling crane wire rope, renew; Sewage Holding tanks, clean and inspect - Tender; Grey Water piping, clean and flush; Sewage Piping, clean and flush; Tanks (Sewage holding), Preserve 100% - Tender; Tanks (sewage holding), preserve partial-tender; Deck covering (wet/dry), seal; Tanks (potable water), preserve 100% - Tender, Air handler Unit, renew; Crew's Head Refurb. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
