Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Case Western Reserve University, Department of Neurosurgery, Case Western Reserve University, Cleveland, OH. The National Institute on Drug Abuse (NIDA), Division of Intramural Research (IRP) and Case Western Reserve University, Department of Neurosurgery require administrative support in specialized skills, expertise, facilities and equipment to be able to do the very specific administrative support needed. Administrative support will be performed at the Case Western Reserve University, Department of Neurosurgery location. This position is tasked with developing and strengthening research programs in mild traumatic brain injury (m TBI) and consequences of perinatal exposure to addictive drugs (cocaine, nicotine, etc.) and proteomic monitoring of brain function by implementing collaborative research between Case Western Reserve University (Case) and NIDA/IRP investigators. In order to fully implement this program, the Principal Investigator for these studies requires an onsite administrative individual at Case Western Reserve University, Cleveland Ohio. This work will be ongoing and will begin on date of award through September 30, 2012. The administrative tasks include:1)Developing written protocol documents for the Case IACUC and IRB, administering support in assembling grant applications, scheduling seminars, conferences and meetings involving IRP, Case and international collaborators;2)Tracking financial expenditures in accordance with Case and NIH fiscal rules, processing purchase requisitions, reimbursements, and reports using Case procedures and software;3)Prepare, proofread and edit papers, manuscripts, and abstracts along with maintaining contact with authors and reviewers, create presentations and electronic posters. Current projects will generate at least 11 manuscripts for peer-review journals.4)Organizing travel following Case guidelines, and performing other daily tasks such as answering telephones, US mail, email, etc.The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
