- SOURCES SOUGHT HTC711-11-ZD03 This is not a Request for Quote (RFQ)/Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by the respondents to this request. This information is being requested for market research purposes only. The United States Transportation Command is seeking interested parties capable of maintaining and developing Integrated Computerized Deployment System (ICODES) software. The ICODES software application provides for a single, cross-service cargo planning and execution system for ship, air, rail conveyance estimation and yard/terminal management. This system is engineered to provide users with intelligent decision-support during administrative, preposition, and humanitarian assistance operations. Further, ICODES integrates multiple expert programs (agents), knowledge bases, and graphical user interfaces within a computer-based distributed cooperative operational environment. These capabilities are especially critical to the resolution of complex planning problems associated with the loading/discharge of military equipment in response to no notice/short notice contingencies. This product was developed by California Polytechnic State University (Cal Poly), Computer Aided Design Research Center (CADRC), and CDM Technologies, Inc in a series of contracts beginning in January 1993. The Government has an unlimited rights license to approximately 80% of the application, but the remainder, (.exe code) is proprietary to CDM. Maintenance and enhancement of the ICODES system, requires proficiency and ability to demonstrate a working knowledge with systems software development using the following system programming languages/tools: JAVA, ActionScript (Flex), C++, C#, XML, SQL, Perl and Ant.
